President Donald Trump has outlined his principles for repealing and replacing the Obama-era healthcare law.

The president said in an address to Congress that Americans with pre-existing conditions should have access to coverage and there should be a stable transition for those enrolled in the exchanges.

Trump said people should have help buying their own coverage through tax credits and expanded health savings accounts.

He said governors should have the resources and flexibility they need with Medicaid, the joint federal-state health program for the poor and elderly.

In his speech on Tuesday night, Trump also said legal reforms should be used to protect patients and doctors and Americans should be able to buy health insurance across state lines.
